On June 1st 2026, Prime Minister Abdul Hamid Dbeibeh officially launched Libya's National Artificial Intelligence Strategy 2026-2030. It is a serious document with serious targets. By 2030, the strategy calls for 80% of government entities to be using AI solutions, 50% of government transactions to be automated, national digital identity activated for 70% of the population, 10,000 employees trained in advanced technology fields, and 100 AI-focused startups supported and established.
These are not modest goals. For a country that still hears "المنظومة واقفة" on a daily basis, they represent a fundamental transformation of how the Libyan state operates.
The question is not whether the goals are worth pursuing. They are. The question is how Libya gets from where it is today to where the strategy says it wants to be in four years. Strategies do not execute themselves. Someone has to build the systems, train the people, and deliver the outcomes.
What the targets actually require
Take the 10,000 employees target. Training 10,000 people in advanced technology is not a single event or a conference. It is a sustained, structured programme that requires instructors who actually work with these tools, curricula built around real workflows rather than theory, and ongoing support after the training ends. The knowledge has to stick and be applied. That requires proximity, accountability, and expertise that is present in Libya, not flown in for a week and then gone.
Take the 100 AI startups target. You cannot mandate startups into existence. You can create conditions for them: engineers with the skills to build AI products, access to the tools and knowledge to do it properly, and a market that is ready to use what they build. The strategy creates the ambition. The private sector has to create the conditions.
Take the 80% of government entities using AI. Every government system that adopts AI needs engineers who understand both the AI layer and the underlying system it connects to. Those engineers need to exist in Libya, understand the Libyan context, and be accountable to the institutions they serve. A foreign vendor can install a system. Only a local engineer can maintain it, improve it, and fix it when it breaks at 2am on a Sunday.
The gap between strategy and execution
Libya is not starting from zero. Internet penetration is around 75%. Mobile penetration exceeds 100%. The infrastructure for digital adoption exists. The Central Bank is rolling out e-wallets and digital payments. Libya Telecom and Technology just signed an MOU with ZTE to expand 4G and 5G coverage. The pipes are being built.
But infrastructure without people who know how to build on it is just expensive hardware. Every developed digital economy that works has something Libya currently lacks in sufficient quantity: a deep pool of engineers and technologists who are trained to international standards, present in the country, and building for the local market.
That is the gap. And it is exactly the gap that the private sector, not the government, is best placed to close.

What delivery actually looks like on the ground
From the projects we run in Libya, the pattern that works is boring and repeatable, and it has nothing to do with buying a model licence.
Weeks 1 to 3, find the paperwork bottleneck. Sit with the people doing the work and count the steps. In most Libyan institutions the highest-value AI target is not a chatbot, it is the queue: an approval that moves between three desks on paper, a register kept in Excel, an archive of scanned PDFs nobody can search. Automating 50% of transactions starts by writing down what a transaction actually is.
Weeks 4 to 8, build one system end to end. One service, one department, real users. Arabic-first interfaces with correct right-to-left layout and Arabic name and date handling, because a system that mangles أسماء or Hijri dates gets abandoned in week two. Digitise the record before you apply AI to it: OCR and extraction on scanned Arabic documents, then classification and routing, then generation last.
Weeks 9 to 12, hand over and measure. Documentation in Arabic, two named local engineers who can deploy and debug it, and a measured before and after: hours per case, error rate, backlog size. If the numbers do not move, do not scale it.
Three practical constraints shape everything in Libya. Connectivity is uneven, so anything critical needs to degrade gracefully offline and sync later. Payments and identity are still being built, so integrations should assume the national digital identity layer will arrive mid-project rather than hardcoding around its absence. And residency matters: sensitive government data pushed to a foreign API is a policy problem before it is a technical one, which pushes real work toward self-hosted or regionally hosted models for anything sensitive, with hosted frontier models reserved for non-sensitive tasks.
Run that loop across departments and the 80% figure stops being a slogan. Skip it, and you buy licences that expire before anyone's job gets easier.
